GRAND RAPIDS, Ohio — The Village of Grand Rapids is mourning the loss of former mayor James F. Carter, whose dedication to the community spanned more than four decades. Mr. Carter passed away Saturday, October 25, 2025, at his home in Grand Rapids. He was 86.
Carter served as mayor for 16 years, beginning his public service on Village Council in 1969 before later joining the Wood County Board of Commissioners, where he was known for his approachable leadership and collaborative style. He often said he preferred “a small round table” over a desk so he could “sit next to people and talk.”
During his tenure, Carter oversaw major projects including the installation of the village’s sewer system and improvements that helped shape the modern Grand Rapids we know today. Beyond his time in office, he was a familiar face at Applebutter Fest, volunteering for more than 40 years and championing the event’s role in celebrating the town’s heritage.
A U.S. Army veteran and longtime member of Grand Rapids Fire Department and American Legion Post 232, Carter’s life reflected service in every sense. He was also inducted into both the Buckeye Boys State Hall of Fame and Otsego Hall of Fame for his civic contributions.
He is survived by his wife, Sharon, their daughters Debbie Archambo and Patti Bisher, and several grandchildren and great-grandchildren.
Visitation will be held Wednesday, Oct. 29, from 3 to 8 p.m. at Nazareth Hall, with a firefighters’ “Last Alarm” service. The funeral will take place Thursday, Oct. 30, at 1 p.m., followed by military honors at Beavercreek Cemetery.
The family suggests memorial donations to Grand Rapids Calvary Church.
